If that doesn't work, it might be AV and/or AM Realtime scan taking to much time. Make exception rules there.
Less common is Ppl having multiple Firewalls and/or AVsuites installed. Pick the one you want and uninstall the unwanted FW/AV with their own uninstallers (NOT with the uninstall feauture from your OS)
(note, you can leave the Windows Defender features as long as they're disabled when another suite is used).
Most software that has a build-in uninstaller will show the uninstaller in you Start Menu next to the launcher. If not shown there, the FW/AV might provide one at their website. Allas, because they don't like Ppl not using (pauying for) their products it can be a hassle to find such an uninstaller. But please do take the effort to look for it (do NOT use an uninstaller you find anywhere else then on their own website)..

Most easy to set new permissions is to just use a brandnew Steam Installer

and let it install over your previous installation. That should automaticly set new permissions for FW, AV and AM.
Note, you'll have to reverify the computer as a trusted computer for the use of Steam and Steam Family Library Share. Also certain settings will be reverted to their default state and that includes being opted in to the Steam Beta Branch.
If you want to learn more about that, your AVsuite will have a Help feature for instructions on how to set an exception manually, if applicable there should be seperate instructions on how to set the exception for a build-in Firewall.
Note, i advise against the use of a build-in Firewall for Ppl who are not good with computers yet who do like to install all kinds of apps. This is because they would not know to what they give permissions.
For Windows (you do use Windows right? As most Apple and Linux users are better with computers then the average Windows user is). This is for Windows 10 (and 8 i guess) and from there you can search for the instructions on the Windows Vista & 7 editions.

I got a virus that my AV wouldn't remove, so I went to BestBuy (the place I got my computer) and they did a whole scan thing. I knew the guy that did it so I trusted him, the only thing he said I can do is restore it to factory defaults and that's what I did. It got rid of the virus but I can't get my old AV back and I'm currently using Malwarebytes, but it wont let me exclude anything on there cause I don't have premium and I don't really know how to navigate the firewall, it confuses me too much and I don't anyone that does. This problem didn't start till after I restored my computer and I have reinstalled Steam multiple times already...

On a sidenote, you might want to look for some-one in your RLneighboorhood to help you next time, before you get into other computer troubles. If not a relative or RLfriend, computer hobbyclubs or ITstudents may provide good and affordable service. If hobbyclubs or ITstudents are not present, make a comparisson of services provided by the computer shops in your area (f.e. in my town, the most expensive shop provides the worst service).
