Report a translation problem
* Steam opened altough the Steam windows were closed.
* iTunes opened and playing music from iTunes Library (locally stored).
* Google Chrome (at default startpage) opened
* iTunes (not playing music),
* snipping Tool opened (no screenshot taken),
* Nexus Mod Manager opened no mod added today, currently installed games unmodded skyrim Spec Ed & modded FallOut4 (nexusmods no steam workshop) & Gallactic CIV III (no Steam Workshopmods, modded from Nexus but not supported in NMM)
* Notepad opened with writing this report in progress (file called steamtest already saved, some minor changes not saved)
* Nexus Mod Manager opened (re-scanning for games)
* Notepad file SteamTest (this report) opened & saved
* Snipping Tool opened screenshot taken but not saved
On my computer it's Windows OS that doesn't behave as intended when powering down the computer. If anything, the Steam Client somehow forces Windows to behave somewhat better.
Only Local accounts, No Windows acc..

When a window is closed, it is sent a message asking it to close itself. It can cancel this message and prevent the closure. If a window (in this case the login form) cancels its own closure as Windows is shutting down, it will lead to the shutdown halting.
Often, a developer will check to see if the firm is "dirty" (ie has had data changed) and cancel closure if it would result in data loss. I do not have to change the data for my repro steps, but there may be something there.
On previous versions of Windows, a message was displayed, asking the user if they wish to force-close the applications. I have found this behaviour to be sporadic of late. I again suspect that Microsoft broke something in a recent patch (and maybe fixed it again), because previously my machine would just hang. I had to CTRL-ALT-DELETE to see the warning message. But now I do get a warning again.
I would add that I have only seen this behaviour since I upgraded to Windows 10 Pro. And given the nature of the behaviour, I think it may very well be influenced by the Operating System (and patch level).
Sorry I cannot provide more solid repro steps. I have no problem reproducing the issue here.
I'm using teamviewer to remote into a headless VR backtop and upon restart following happens:
1. all apps closing but steam login (including teamviewer -> I get disconnected)
2. steam login prevents shutdown
3. computer returns to windows desktop after ~30 sec
4. since all communication is down I must manually reset the device
In my eyes the problem is with other apps with unsaved progress that do not get the warning + cancel/continue option at (any kind of) shut-down (ofcourse not including disconnecting power). This includes some Microsoft apps, f.e. the Problem Steps Recorder.
