ISSUE
Steam client login form prevents Windows from shutting down

OS
Windows 10 Pro

STEPS
Ensure that the login form will display when Steam starts
Launch Steam
In Windows, select Start/Power/Shut Down

RESULTS
The shut down process starts but is aborted. Eventually, a warning is shown that the Steam client is preventing the system from shutting down.

EXPECTED
Computer shuts down.

Although i think it is a Windows issue. Computer did power down but i got the warning message "App x needs to be closed" + buttons [cancel] v.s [force-cllose] only when Steam log-in window was opened or with an unsaved Notepad file. I did try with other apps opened as well.

Steps Taken
  1. 1st attempt
    • * Task Manager and
      * Steam opened altough the Steam windows were closed.
    • Computer powered down without any warning some applications were still running.
  2. 2nd attempt
    • * Steam fully opened,
      * iTunes opened and playing music from iTunes Library (locally stored).
    • Computer powered down without any warning some applications were still running.
  3. 3rd attempt
    • * WinAmp (not playing music) and
      * Google Chrome (at default startpage) opened
    • Computer powered down without any warning some applications were still running.
  4. 4th attempt
    • * Steam opened at the log-in window,
      * iTunes (not playing music),
      * snipping Tool opened (no screenshot taken),
      * Nexus Mod Manager opened no mod added today, currently installed games unmodded skyrim Spec Ed & modded FallOut4 (nexusmods no steam workshop) & Gallactic CIV III (no Steam Workshopmods, modded from Nexus but not supported in NMM)
    • Computer powered down without warning some applications were still running.
  5. 5th attempt
    • * Steam fully opened,
      * Notepad opened with writing this report in progress (file called steamtest already saved, some minor changes not saved)
    • Computer powered down as intended with warning steam, Steam Friends and Notepad were still running and working option to cancel powering down.
  6. 6th attempt
    • * VLan opened (playing a song from the Steam gameDLC Deponia Doomsday OST, played directly from the games installation directory),
      * Nexus Mod Manager opened (re-scanning for games)
      * Notepad file SteamTest (this report) opened & saved
      * Snipping Tool opened screenshot taken but not saved
    • Computer powered down without any warning some applications were still running.

On my computer it's Windows OS that doesn't behave as intended when powering down the computer. If anything, the Steam Client somehow forces Windows to behave somewhat better.

My Desktop
Windows 10 Home (x64) Creator ed., v 1703 build 15063.483
Only Local accounts, No Windows acc..

Additional attempt
- MS Problem Steps Recorder opened and running
- Steam fully opened
- File "SteamTest" in Notepad opened, changes to this report not saved
- File "SteamTest" in Libre Office opened, changes to this report saved
- MS Edge opened & logged in on the page "Ask Question/Start discussion" with this report partially written
- MS Claculator opened with an unsaved series of calculations
- MS Paint opened with 1 saved and 1 unsaved screenshot of the apps that were in use.
* Computer powered down with in the warning message only Steam and Steam Friends mentioned
Note, PSR screenshots were not saved without the warning message & accompanying option to cancel powering down

If this helps you to get a firm repro, I saw this issue recently on an app I am writing. I *suspect* that Microsoft have changed the behaviour, but it's been years since I last did that sort of code.

When a window is closed, it is sent a message asking it to close itself. It can cancel this message and prevent the closure. If a window (in this case the login form) cancels its own closure as Windows is shutting down, it will lead to the shutdown halting.

Often, a developer will check to see if the firm is "dirty" (ie has had data changed) and cancel closure if it would result in data loss. I do not have to change the data for my repro steps, but there may be something there.

On previous versions of Windows, a message was displayed, asking the user if they wish to force-close the applications. I have found this behaviour to be sporadic of late. I again suspect that Microsoft broke something in a recent patch (and maybe fixed it again), because previously my machine would just hang. I had to CTRL-ALT-DELETE to see the warning message. But now I do get a warning again.

I would add that I have only seen this behaviour since I upgraded to Windows 10 Pro. And given the nature of the behaviour, I think it may very well be influenced by the Operating System (and patch level).

Sorry I cannot provide more solid repro steps. I have no problem reproducing the issue here.

Experiencing this on windows 10 home and pro

I'm using teamviewer to remote into a headless VR backtop and upon restart following happens:

1. all apps closing but steam login (including teamviewer -> I get disconnected)
2. steam login prevents shutdown
3. computer returns to windows desktop after ~30 sec
4. since all communication is down I must manually reset the device

FTR, i get propper warning Steam is still running + option to continue or cancel shut-down. This prooved convenient earlyer today when Skyrim music somehow got corrupted and Skyrim froze at closing in a way that Taskmanager could not recieve on-top-functionality. Hard Shut-down with powerbutton showed warning message saving me the hassle of powering up the computer, logging in to computer acc. and logging in to Steam acc.. (Skyrim issue solved with Validating Game Cache Files).

In my eyes the problem is with other apps with unsaved progress that do not get the warning + cancel/continue option at (any kind of) shut-down (ofcourse not including disconnecting power). This includes some Microsoft apps, f.e. the Problem Steps Recorder.
