Xbox One Controller Acting As Keyboard/Mouse
Whenever I have steam running and my xbox one controller plugged in, using any buttons on the controller acts as if it's using the mouse or keyboard. left and right switch pages, and the buttons do things such as right click and left click.

If you don't want that disable it in the big picture settings. Go to controller settings and uncheck the xbox controller configuration support. Or you can go into the desktop config under base configurations and disable mouse.

Yeah, I figured that out shortly after posting. Thank you though. I don't quite understand why that's the default though.

it happens when steam is running in background right? go to steam--> settings-->controller--> genral controller setting -- > uncheck xbox configuration support and the first one. Hope it helps!

This doesn't fix it for me. Updated steam, went to play warframe and it only happens when the window is focused. Can still see mouse moving around outside window, and sensitivity is way too freaking high, even if I lower it in game there is no sweet spot like there used to me. This is really frustrating, xbox configuration support is unchecked. Wtf did you do Steam!!!

Edit: Opting out of Betas fixed my issue. Apparently Valve changed some ♥♥♥♥ that really screwed some stuff up. I hope it doesn't make it to being live...

I'm also having the same issue in Dark Souls III. I have unchecked all boxes in controller config and it is still using the settings. I'm using a ps4 controller emulating 360 with ds4windows.

Edit: Opting out of Beta fixed for me too.

I have the exact same issue playing dark souls 3. I didn't have the checkbox enabled like everyone else was saying. Just opting out of the beta to see if that makes it work for me.

I got the same problem, joystick works in games only when the window is focused. I have games out on TV and playing on hoystick and a t the same time using mosue and keyboard on PC. But after nuew updates joystick works only if I make active game window on TV with mouse, and the joystick also moves mouse point on PC the same time. I also use Actual Multiple Monitors, but it soesn't help.

Disable mouse? Then how to control PC? Joystick must work only in games and mouse in desktop programs etc.

Has anyone ever handled this I am so annoyed I have the Xbox Configuration not selected but it still uses itself as a mouse even when I'm playing a game. It will make me leave the window or something. Makes games with a controller unplayable. I am irate with this stupid idiotic feature that you can't turn off.

This is referred to as Desktop Configuration. Any time a game is not in the foreground, the Steam client will follow the setup you used there. If you want nothing at all to happen, this is where you configure that behavior.

The only time you cannot turn this off is while streaming - since the controller isn't actually connected to the remote device.

You can turn the setting off globally under BPM->Settings->ControllerSettings->Xbox Configuration Support.

You can turn off just the desktop configuration under Settings->BaseConfiguration->Desktop->Browse->Disabled->Apply though the default is the disable configuration for anything other than a Steam Controller.

You can turn it off on a per-game basis as well. The only time you'd do this is if the game a setup issue and has opted controllers into Steam Input while also have built in Xbox controllers support and not setting up a gamepad template. This shouldn't happen really though.
