Did you
  • Stop download,
  • (left top corner) Steam -> (pop-up window) Settings -> (tab) Downloads -> (button) "Clear Downoad Cache"
  • and then
Library -> rightclick {game} -> (pop-up menu) Properties -> (pop-up window) tab "Local Files" -> (button) Verify Integrity of Game Cache Files.

& Do Steam and Dota have propper permissions for Firewall and AV?

B.t.w., this is a current problem, you're not the only ones suffering DL troubles. No common cause has been found yet. Please add more info about what exactly you mean with "I tried everything". And what is your OS?

Sorry for incompleteness of my standard question in previous comment. I added "in this order and in 1 go" after "Did you" in this standard question. For you might've done that as seperate troubleshooting steps in stead of as 1 troubleshooting process.

What Inet provider y'all have? Recently there were troubles with a provider installing bloatware that interfered with Steam. Allas i do not remember details.

i think ISP provider is locking something from steam preventing it from installing anything from steam. it works on other inet providers only me and my other friends had this issues , its been 2 days since this occured.

same problem i have. I have followed basic troubleshooting like changing regions and verifying game integrity but none of those work. I have turned off firewall and antivirus but didnt fixed it either. I have uninstalled steam using a 3rd party uninstaller to remove any trace of it up to the registry. Reinstalling steam did not solve the problem. I have saved a copy of steamapps and I am trying to fool steam to fresh install Dota 2 but it still shows "0 /0 bytes disk usage" even when there is network usage on the "download" section. I also tried to just wait if it downloads as suggested by another website....After 18GB of network usage and about 13 hours of the PC left idle on its own....dota 2 beta folder is still empty (as well as the 570 folder) and its still 0/0 bytes downloaded. Overwriting the old steamapps to the new one didnt work either.

i finally find the soultion for this after attempting several methods i finally have the solution! contact your ISP network provider and ask to refresh or reset your inet connection and after that it will fix the issue hope this helps :) !!!

+1 for this problem
I've also been unable to download games for the past week. It gets stuck at "creating local game files...etc".

Update !!!...I have now fixed the issue. I uninstalled dota 2 by issuing the command directly from within steam. I right clicked dota 2 then selected uninstall. I then clicked the install button again and this time the 0/0 bytes now shows movement. It seems that uninstalling dota doesnt uninstall the actual files from the steamapps folder. Looks like issuing the uninstall command refreshed whatever notes are saved on steams mainfest files and thereby accepting my fresh install request. Hope this helps everyone.
