Up until that point, the Steam Group Chat is the "most official" real-time communication place available.
I don't know what Discord servers the rest of the regulars frequents, but myself can be most commonly found in the PCGamingWiki Discord server: https://pcgamingwiki.com/wiki/PCGamingWiki:Discord
In general though the best support is typically received through the relevant forum thread or the general purpose Special K threads, where either Kaldaien, me, JBeckman, Holy, or any of the other regular people frequents and monitors.
The forum is that place. There's no purpose of having unofficial places of discussions that doesn't see some activity from Kaldaien, so any attempt of creating such a place is basically dead on arrival.
Regarding GitHub and GitLab, those could've been improved and whatnot if Kaldaien decided to grant me higher permissions to the repositories, which I've brought up a couple of times in the past, but since he haven't they aren't. There's also an argument to be had about whether doing such a thing is for the benefit or not, as it is sure to impact Kaldaien's workflow at least in some ways (even the simple act of cleaning up the release page on Special K's GitHub is sure to be disorienting).
Generally speaking, we'd long since gotten used to it and link people to the various resources when necessary.
