there's no way to be a member of STS.
before the valve withdraw their localization policy that stop the translating in my local language.
what a hopeless...
They maybe are a bit slow, try again later or try to notify someone in the specific language you want to translate
Their oldest pending applications seem to be quite old, though.

The high amount of applicants preventing new submissions is rare, though it does happen. For the slots to be free again a submitted application has to be reviewed by a moderator, which is on of us - a volunteer translator. After that the approved/declined application has to be applied by an Admin - a Valve employee, which prompts an automated email to the applicant informing them of the approval/decline of their application, and freeing a slot.
Given that it's Monday and by the time of you writing your first post in Seattle it would have been 7AM. So do be patient and try later.
That's if the applications have been reviewed do have in mind that if there is content to translate (which given the recent huge updates to CS:GO, Dota 2, Dota Underlords, the Steam platform features etc.) the reviewing of new candidates goes a tad lover on the priority list.
If that's the case all languages have their respective Steam groups. Join the one you're interested in, judging by your profile Korean > https://steamcommunity.com/groups/kalve as I see you haven't done so yet. Talk to the people there so you get more info, guidance etc.
I can certainly tell you it's not all languages that have 11 pending applicants, and if you've really tried to submit an application in all 29 you might have triggered some sort of cautionary action as that's not normal behavior and there might not be a specific message for that, ergo that's why it might just be using that error message so it displays something.
Also keep in mind that there are certain requirements concerning the Steam accounts trying to apply and again there might not be specific error messages if you do not meet the requirements, ergo why you might be seeing that error message as a generic one being displayed just so it displays something.
So again my best suggestion is join the language group you're interested in, and talk with the people there in the Steam chat.
This pep said that admin in korean STS was leave the valve and there is no admin; which make every applications are being indefinitely put on hold since the 2017.

I have a look on comment in the 'Steam Translation - Korean' steam group.
