suggestion for alternative navigation methods if becons remain at 10k radios using jump gate, requires accurate trajectory

Anti-Grief:
Now that blocks have ID owner, server can auto ban anyone who tampers with nav-beacon at 0,0,0, and maybe dynamically delete the restore the central nav beacon every few minutes to allow travel to continue?
