Liar-soft is a Japanese developer creating visual novels in Tokyo. Their most famous work in the English-speaking world is Kindred Spirits on the Roof, but they're also highly regarded in Japan for their Steampunk Series which features Gahkthun of the Golden Lightning, and soon-to-be-release Sona-nyl.
