1) MUST be active (atleast 2 OTHER members posting annoucements, discussions, millitary members[obviously active], etc)
2) Must be realistic
3) Must roleplay maturely and cannot make un-natural assumptions.
4) You cannot create diplomatic agreements or actions with nations not in the Tier
