If you feel like this could get your account banned from Dirty Bomb it won't happen. Nothing has been stated about Power Leveling for Dirty Bomb and I doubt they'll punish people without giving warnings first. Also the fact is this has been going on for months now since closed beta and nothing has happened to those clans that have done this.
