Nah, Valve casual servers are fine.
I had quite an interesting match a few days ago, where ~3 bots joined my team at once. We kicked all of them and not a single one f2'd. Then the last bot tried to kick a human, the vote failed after 5 seconds. Then the last bot got kicked.
From what I've seen, most people complaining about botting seem to come from North America.

The Americans create the AI, the European fight the AI.

I'm excited to see these servers come back, they were legit. No BS. No language rules. The pure Casual experience without cheaters. I could say whatever I want and have fun like I used to.

finally, I cant wait! also can you please enable strange points? I used to play before change of ownership and I was pissed that i could never level up my stranges in a casual.tf game like i could in actual casual mode. aside from that, I'm so happy to see this making a return!
