Blender Source Tools Property Panel not appearing.

While trying to run Blender Source Tools 2.9.1 on Blender 2.79, the Blender Source Tools properties panel would not appear. My computer is running Windows 10. How can I fix this?

The panel will appear at the very bottom of the Scene Properties tab.

If you're really sure that it isn't there, did you follow all the instructions on the download page to enabled it?

If you did, are there any messages in the console? Use the Window menu to open it.

Blender says that the addon is enabled, the import/export option for Source is there, but the panel is missing. Console is empty. Here is a screenshot of my Blender workspace if want it https://tgc.undo.it/img/blender_workspace.jpg And yes, I followed the instructions.

That's the render properties for the current scene. Scene properties itself is two tabs to the right.

It is a bit confusing I will admit.
