Or not because some do it on startup and some only do it when the achievement is obtained, making you possibly miss out on achievements due to sync errors. Recently saw a case of

in that location should be tower3d.exe, tower3d.rec, tower3d.bat, steam_api.dll, etc.

and 3 sub folders "Extensions", "mmwindow
You can find where "Tower 3D Pro" is installed by going to Steam / Library / Games / Tower 3D Pro / Properties / Local Files and selecting "Browse Local Files ..."

Two other thoughts come to mind which you can check:

1. The file "steam_api.dll" must be present and
   , please check the folder to ensure that the "steam_api.dll" file has been replaced in the game's folder. Instructions for "verifying integrity of game cache" may be found here

Those files related to game assets download first it get 5%,than 29 and than 100 which I believe skipping some file libraries during download and result is incomplete files and missing

Mainly game needs it, to autoarized, if you realy own game.

GFWL - steam store in RE5
will download older non-suported version.
So if you want to have GFWL RE5 version , you need find Offline instaler.

If game says "steamapi.dll" missing , try re-install game.
Try look at

delete/clean. Then you verify cache.

Once that is done you install the media feature pack... and if necesary clear directx and reinstall it.
