In-game one is very, very light on details. Almost nothing on LOS, visiblity/stealth, and op-fire (per the thread) is only lightly covered. It's not like the game is very challenging (meticuluous - it is, alright, just like anything in the Army).
If it's just skimmed and left as an opaque "you will figure it out" - aight, got it.

Have you clicked the question mark button bottom left of tactical interface? Opens the “BoCopedia.” :). Decent amount of information in there. If you want to suggest further topics you want covered after teviewing please let us know. Or where you want more detail on a particular topic there.

P.s. on the original inactive leader topic… not forgotten. In fact has finally risen to my near term to dos :) But traveling for next four days.

Yes, of course, that's what i'm saying :)
Topics mentioned are not really covered (at least, in depth), just a brief manual or a pointer to an eye (in case of stealth). It's not clear how detection/stealth works, i just creep up intuitively and sometimes order green squads to "take that hill/forest tile/house" for recon via bodies and uncover enemies that fire upon me.

To get past USER rank, you have to upload avatars/worlds, behave yourself around others, and friend lots of people.

The numbers for the avatar/worlds and friends needed is not public info.

VRC+ is NOT required to get past USER rank as it is not needed to upload things or friend users, VRC+ is nothing more than a way to support the devs.
