Apparently Biff's SOS depends largely on when the first mine is liberated, but I happened to explore those highlands and set off the distress call by entering A9 roughly at the time when it would've happened anyway. So I was in position to intercept the kill squad, and had read spoilers saying that's all it takes to delay his rescue indefinitely. Then I delayed it until I could fulfill the requirements to get the big reward.

The beta sometimes bugs out and doesn't unlock Westville. It is a beta so expect bugs.

You can use a command to unlock it. Do a search for it and you'll find it.

I have had a similar experience since 1.5. There are some staple mods that I am afraid to use and RimPy, RImSort act as if everything is fine. But still I then get random map generation errors (object reference not set) using dev quickstart. The worst is that it is not consistent.

I have a simple mod list working now, but I'm not using one mod that I seriously miss (pick up & haul). I forgot how bad hauling is in vanilla.

Pick up & haul work just fine in my modded 1.6 playthrough.

Which one are you using? The updated one or the forked one? I am not the only one having trouble with this mod btw. But then you know how it is, everyone has a different mod list they try to create.
Sometimes my game would not generate a map. Kept getting (not consistently) 'object reference not set' errors without reference to a specific mod. Both RimPy and Rimsort didn't see a problem. The Game also started without errors with dev mode enabled. And because it was so inconsistent, it took ages to build a new mod list. It made me even doubt Rimworld itself for a while and kept reinstalling and verifying files.

Looking at the comments from that mod, it seems like a hit or miss thing. No one seems to be able to pin down the actual cause.

How can I play the early edition?

Not allowed, but asians (especially the Chinese) do it in all kinds of games to avoid playing with Chinese themselves lol
