If you do this I will not touch the game again. You tried it...it didn't work...You changed it and more people are playing and out there now. Just give us PVE and PVP servers just like Conan. The PVP in Dune is terrible. It isn't the games strong point.

I've finished the tutorials. It seems the only way to play through the eras is through a sandbox - there is no campaign per se. Is that normal for city builders?

So is the intended play missions first or sandbox?

Normally it should remember your ROM location.
Could you do a fresh install to see it still happend?
Remove everything in:
c:\Users\$YourAccount\AppData\LocalLow\Geod Studio\3dSenVR\
Uninstall and reinstall 3dSenVR
