if your GPU Load is 10-30%, then its definitely encountering a CPU induced bottleneck. Why does it do this(especially only after being with populated lobby for a while)? I have no idea. But I can confidently say that if your GPU is not being pushed to the max, something is not right on the CPU end (and I don't mean this in a your-CPU-is-broken kind of way).

As you can tell by my now 7 years old GPU hardware, I am never CPU bottlenecked. My GPU always sits at 100% load. While it's not really a popular solution, nuking your PC (via reinstalling windows) could have a small chance of fixing whatever issue this is. I started doing yearly windows reinstall since 2015 and you wouldn't believe how many issue just resolved itself because of bloat code just piling on for years getting deleted.

Of course, you could always do it one by one (updating bios, drivers, doing a clean DDU install, all in effort to fix/rule out software issues) but nuking your own PC will always at the very least rule out windows bloat/3rd party software issues if it doesn't fix the issue. If nuking it doesn't fix it, then I would sus out the CPU next (if we're talking about hardware compatibility). Knowing capcom spaghetti coding here at play, I'm not surprised if your CPU is on the rare list of troublesome hardware for their code. If your CPU is cleared out (because other people with the same CPU does not share the same issue) and is not the culprit, then I have legit no idea.

I have a friend with a 9070xt and I never hear of them having this issue. So I can confidently say at the very least its not a 9070xt specific issue.

Its not really a cpu bottleneck when everything drops to low usage. Also the cpu doesnt clock down it stays at 5ghz. The workload just plumbeds. and by lobby I dont mean the gathering hub or any base camp. just playing on recommended lobby the error occurs even when never going near player populated areas

And around 20 of them are live world-environment calculations (memory address associations). What means in theory, the more cores your CPU has, up to 20 can have a positive impact on the games performance and against the CPU bottleneck.

So a bottleneck is very realistic towards your problem, also did you notice my last message?

funny thing is when I do get the gradual performance drop to 10 fps nothing is spiking in usage. cpu chilling at 20% gpu 10-30% ram roughly 60% and vram at 60-75%. Not even the ssds shows any sign of read/write speed spike to 100%. Everything just starts doing nothing. heck even the fans stop spinning cause ♥♥♥♥ gets cold.

Could you play the game and check the System-Meeter-Bar's ( https://www.app-smb.com/ ) performance graph's? What you describe was reported one time and the issue was that the CPU was clocking down like mad for a short amount of time thanks to a failure with its power-supply/motherboard power management.

Can you check your clockspeeds and NVMe/readspeeds?
