[SOLVED] Steam Servers Are Too Busy. Error Code: 2

Okay, I've been working on this full-time for nearly a week and finally had a breakthrough. The Problem:

Many of my Steam games began failing to
load. I.E.:
Bioshock Infinite
Just Cause 2
Deadpool
Borderlands: The Pre-Sequel
Saints Row IV
and probably more I haven't tried yet.

Most of them were giving me the error in the title.

I tried all of

Hello, i've had this problem for a few months and searched all over the internet for a fix but it seems like no one else has this problem. Here's the console error:


Console initialized.
Using
2\hl2\hl2_misc.vpk for pure server operation.
Loaded 5 VPK file hashes from C:\Users\Sam\Downloads\steamcmd\steamapps\common\tf2\platform\platform_misc.vpk for pure server operation.
server.dll loaded

due to an error whenever you try to enable it, enable .NET Framework 3.5, you may have to restart your computer after doing this. Once it's enabled, you will now be able to enable DirectPlay.

After

• Backup launcher.exe by renaming it to something else.
  
• Rename AoK HD.exe to launcher.exe
  
• Double click the new launcher.exe
  
• Note the error -- likely a missing dll.
  
• Try manually installing the C
  silently. So installing it manually will tell you what the error is.
  
• If it won't install, and you have a generic error, please make sure its uninstalled, then do a full windows update to get all the
