I wouldn't be so certain. This does not seem to be a beneficial strategy for Paradox right now.

1. DLC by definition is bought by less people than buy the original game.

2. DLC success depends heavily on success of original game. If game flops, no one will buy the DLC.

3. Paradox is clearly uncertain about the success of this game. And very clearly only investing the bare minimum to push the game out for release. Their goal is to recoup losses, not lose even more by investing in a DLC on top of the base game.

4. Toreador and Gangrel are not "game-defining" clans. They are clearly not on the same level as Bloodlines' Malkavian and Nosferatu (which both made the game play very differently from the rest of the clans). By themselves, they will hardly be appealing enough to pull gamers who were disappointed or on the fence about the base game. So making a separate DLC with only these two clans is a very risky endeavour.

5. On the other hand, cutting these clans out of the base game - on top of the already inevitable absence of Malkavian and Nosferatu - and selling them as DLC will likely alienate gamers who will see this as a "cash grab" and yet another step away from the original Bloodlines (which had all these clans in by default).

6. The base game has a high chance of flopping (objectively), so it is crucial for Paradox to boost pre-purchases and Day-1 sales, in order to sell as many copies as possible before bad word of mouth gets around.

Bottom line: selling these clans as DLC is a high-risk move that will likely hurt the sales of the base game.

Having that in mind, I highly doubt Paradox will go down this road, despite their penchant for cash-grabbing DLC.

What are the alternatives, then?

Option 1. A good-faith company interested in promoting their product and upholding their reputation would either include these clans in the base game, or offer it as "free Day-1 DLC" in a "special promotion" (like CDPR used to do with its various free DLCs). If the DLC is already done, it will cost them nothing and might boost sales for the base game.

Option 2. If, however, the DLC is not yet done, and requires more investment to fully implement, then a company interested in minimising losses might not want to invest in it any further. If it's not boosting Day-1 sales, then it's effectively useless, as very few people would buy it if the main game is unsuccessful. So investing in the DLC is just throwing good money after bad.

As long as we're not seeing Option 1 being implemented, I would assume Option 2 is in the works.

However, saying outright that there will be no DLC, and Toreador/Gangrel will not be in the game at all, would certainly hurt sales of the base game.

So, a company whose priority is minimising losses and recouping as much as possible from the sales of a product that it fears might be unsuccessful, would not announce the cancellation of the DLC. It would let people believe the DLC might still be coming, in hopes that more people will buy the base game on Day-1. The announcement will come later, once the sales dry out and it can no longer hurt the game's prospects. It might even be couched in deflectory language such as "it's your own fault that the DLC is cancelled, because so few of you bought the base game".

This is my reading of the current situation. Only time will tell for sure, of course.

Well screw me sideways, they actually went with the single most cut-throat option - number 5 from the above list:

"Cut-content" Day 1 DLC!

This, in my view, speaks volumes about how desperate Paradox are to recoup their losses: they don't care if it tanks their reputation or alienates gamers, they are butchering this scrawny cow for the meat RIGHT NOW.
