Update 1 : Tried a bunch of different AMD Adrenaline presets. Did not work.
Update 2 : Messed around with AMD Adrenaline, deactivating absolutely everything. Did not work
Update 3 : Tried the "reset all settings" options, as it was mentionned in a recent thread. Gave me about 60 fps for a split second and then back to usual values
Update 4 : Must be ♥♥♥♥♥♥♥♥ me. I'm not unfocused, having the steam app display on the same screen as the game in the background, main menu is finally at 60. And it lags again when I'm refocusing. So I can have a fluid game... As long as I don't play. Neat.

Can we have a better report system? Its too hard to log on and send the full report. I have to log onto the website and find the right section. Then fill in the form and likely a replay i do not have. Is there not a simple email you can send the player id too.

I do it on a regular basis, it's not particularly hard or time consuming.

Alt-tab out of the game when you are finished with the match;
load up your web browser and type "supp" into your address bar, Wargaming customer support will probably be one of the top links if you've visited them even once semi-recently. Can bookmark the page to make it come up if you routinely clear your cache / history for no reason.

Navigating onto the create ticket form is really straightforward and obvious and quick:
Click Reports and Appeals > reports and appeals > report a violation > Bots and AFK.
Even if you mess this bit up, it doesn't really matter: Their customer support staff will figure it out for you if you're such a clutz you pick the wrong category.

When you create a ticket it's like three clicks to go through the fields of the form, none of which matter particularly apart from typing in the offender's username properly.
Click the "choose files to upload" option, and if you've got your replays folder on your Windows Explorer Quick Access bar, you won't even have to navigate your folders to find it.
If you've got your windows explorer panel set to details and columns sorted by date, the replay file you want will be one of the top two files if you've not played a ton of games since.

Click send-ticket.

Takes me a couple of minutes to bash one out, it's really not that complicated if you've done it once and thus seen what the layout and the UI is.

Depends on the context. The way you provided it seemed like name-and-shaming, and thus an invitation to harassment of a specific user.
It would be less egregious if it seemed more like an example of a more general abstract issue, such as not naming the user specifically and just including an inline link to the profile as one example.

Although even that is unnecessary: No-one doubts that there's player-driven AFK bots in the game, and only you seem to be surprised at what their performance looks like statistically.
It's nice that you thought to actually provide some evidence, but in this case it wasn't for something anyone was actually arguing against.

why would the dev upload the information somewhere? he has all the info. I found 11 after many rerolls, not 16.

its not that hard, just play 0.3 when it drops, if youre not having fun just stop playing and give feedback to devs why youre not having fun
