Yes it's normal. I play in native 4K no RT with a 7900XT and am around 50fps in Dogtown.

Upscale doesn't improve perf by magic, it's because the source resolution is lower.
Perfomance of 4K is blurry and aliased when you move camera (because it's 1080p source, not something you can see on pictures).

FSR shimmering is bad in this game, no upscale with TAA is better...

A lot of people don't understand how a canvas work and it's screwing their views on the endings.

Without going into details there's a big time dilation between the real world and a canvas and also staying in a canvas is sucking the vitality of painters.
