Where one user is unable to provide source you are unable to condense anything you say in a forum appropriate manner.
Why would I want to read all that?
So often in the past in the first few paragraphs of what you write is immediately inaccurate.
So condense it and put it into a form people will want to read it.

This is a forum, not a peer to peer instant messaging service or an I.R.C. channel. While posts can be short, the format is innately designed to accommodate medium to long length posts over a leisurely period of time. The forum also has a character limit, so anything under 18,000 characters should be fair game, and I do not double post. My posts are perfectly appropriate for the format.

Like I wrote before, I tried to keep my first post shorter, but then you're complaining that my post doesn't have sufficient basis. So I write a post showing my lengthy basis and now you don't even want to see it. My claims are corroborated by sources and you're not providing any counter-sources to disprove them, likely because reliable counter-sources don't even exist.

If you want the short oversimplified version, it is this:

1947: The north atlantic treaty is signed. Article 3 requires militaries to be both collectively and independently strong. The standards for this are determined in article 9

2002: A 2% of G.P.D. threshold is discussed as a gentleman's agreement regarding how much spending each nation should be spending as a minimum to ensure adequate military readiness. Keep in mind that the U.S.A. is regularlyy spends over 3%, so 2% is not even as high.

2006: This is reaffirmed. Maybe formalized. Non-U.S. N.A.T.O. Spending continues to slump irrespective of that.

2008: The Ukraine wants to join N.A.T.O. with the U.S.A's support, but membership requires unanimous consent of all members, and Germany/France deny it entry. George Bush exits office, requesting N.A.T.O. allies invest more in defense in one of his final speeches.

2014-2016: Russia annexes Crimea. Obama complains that the U.S.A. is spending a disproportionately high amount of its G.D.P. relative to Europe. A 10 year deadline to meet the spending threshold is set. Doesn't expect Europe to match. Spending finally starts picking up.

2018: Trump complains to Jen Stoltenberg about the Nord Pipeline funding Russia and claims spending should be able to be increased to meet threshold at the stroke of a pen.

2020: Spending hits its peak at 1.75^ and starts to decline again, stalling at 1.7%

2021: The last year before Russia invades the Ukraine. Only 9 of the 30 member nations meet threshold this year, including the U.S.A.

2022: Russia invades the Ukraine. Spending starts to pick up, but only 7 nations meet threshold this year. Spending starts ramping up, especially in Poland.

2023: 10 of the nations meet threshold. An all time record.

2024: 24 of the now 32 member nations now magically meet threshold, like they could have just done it at the press of a button if they wanted. Trump is elected.

2025: Trump enters office. He claims he won't defend underspenders. Why should he? They're in breech of treaty by failing to meet council standards, when the U.S.A. has regularly exceeded funding thresholds. He's asked to defend the Ukraine. Why should he? The Ukraine was denied membership in the alliance, and is not entitled to alliance benefits as such.

This pattern of spending strikes me as if it is not a desire for adequate military readiness which motivates the majority of N.A.T.O. allies to spend an adequate amount of funds on defense. This pattern of spending is reactionary, in response to Russia's moves against the Ukraine. A situation that might have been prevented, mind you, had the Ukraine been admitted into the alliance while it had a chance, or if N.A.T.O. funded its armies enough to deter Putin from making a move.

Even if N.A.T.O. allies are willing to defend the U.S.A. against China, 22 years of under-funding leaves them woefully under-prepared for the task, and threshold had to be raised to try and catch up with where it should have been all along.
