All they confirmed was that their was a bug in the overlay and that it was fixed in the most recent Beta build.

It's important to not misrepresent people. This is exactly what the Valve representative stated
There was a bug in an update to the overlay in the Steam Client beta on 8/4. This is now fixed in the new beta build as of 8/6 and it should be safe to re-enable the overlay as long as you are updated (or if you opt out of Steam Client beta builds).

At no point did they make any mention of ANYTHING that corroborates the claims that you made:

I'm just glad that the bug is fixed. I personally was not affected by it but the OP and many other were.
