I keep a separate secondary instance of steam loaded on my computer to play single player games I enjoy mods on.

Steam is set up to only update the games when I start them for this secondary instance and I "never" use steam cloud in any instance.

When I want to play those games I completely close out my main copy of steam and disconnect my computer from the internet.

Then I start my secondary copy of steam so it starts up in offline mode.

Then I minimize it and use SFSE (Starfield Script Extender in this case) to start up Starfield.

Because there is no internet connected it boots up just fine and allows me to run the mods I have already installed. (Yes the expansion and vehicle work just fine as well.

No mod breaking updates.
No annoying EULA updates.
No annoying TOS updates.

It allows me to simply play the game when i want as I want in my own time frame.

Its almost like you need to adapt and change your play-style depending on what Civ you are playing and what resources you have available instead of just playing the same way each time maybe even change that approach depending on what your opponent does, almost like a "real-time-strategy" or something...

You're telling it at the wrong person. I couldn't care less if it ever comes to PC. I have the Xbox360 original copies that runs in native 4k via backwards compatibility on Xbox. I have access to it anytime I want.
