The result of a hypothetical Valve decision to say "we're selling your game for a price you told us not to sell it for in a region you didn't want to sell the game" is not a lawsuit, it's a mass exodus. Maybe followed by a class action lawsuit, but the important part is that the thing stopping Valve from treating its partners like garbage is that Valve wants to be liked enough that people are willing to sell games on their platform, not that some government has to step in.

When publishers distribute their games on Steam, they have already accepted the conditions of distribution, including regional pricing. Valve already overrides devs by applying defaults if no price is set, that’s not a lawsuit, that’s the system. In the case of the MENA regions, Valve is free to enforce pricing rules, but opts to make the default the USD price, bypassing the territorial affordability guidelines. Enforcing the pricing suggested would not be ‘treating partners like garbage,’ it would be upholding their obligation to serve players, as they do in LATAM, SEA, and Eastern Europe. If pricing fairly enforced led to a ‘mass exodus,’ it would have happened ages ago when Steam aggressively started facing publishers to comply with regional pricing, but the opposite happened because Steam is, and remains, the biggest PC storefront. Steam is essential to the publishers, not the other way around.
It is not Valve's game. Therefore it is not up to Valve to dictate the pricing.

Epic tried the same by applying discount vouchers and publishers withdrew their games or adjusted the prices of their games in so far that the vouchers couldn't apply in return.
