Try reporting the problem to SNK here: https://www.snk-corp.co.jp/us/inquiry They couldn't help me but if they get enough reports then maybe they'll actually fix the problem (probably by reducing their server filters).

I tried to reinstall Windows multiple times and it didn't help. But something finally worked: I had to install KOF XV on a different computer that works, clone that system to a drive, and then use that drive on my computer with the issue.

I would guess that KOF XV's game servers have some kind of filter based on a computer ID that is collected when the game is installed, probably based on motherboard, CPU, etc. If this is the case then their filters are broken and are blocking good users.
