you need a goverment for your opponant surrender to you

if you kill emperor and government, japanese going to conitnue to fight

most military prefer to take opponant without too much damage than be forced to grind the place and only conquer ruin and ash

For me, it's more of a few extra fast travels, convenience, and aesthetics. Like some friends in the same guild wanna plop down penthouses with cattivas scrubbing the floor everywhere they deemed cool. Weird monuments that use stuff that require palbox, etc, etc.
