They're basically "filler" content, so the sentiment is not surprising and very understandable.
The company pulled most of their resources to work on an "unannounced project" a few years ago (end of 2022, I believe), which is rumoured to be Guild Wars 3. Most job listings and other legitimate credible sources do indeed point in that direction, so it seems very likely, but nothing is confirmed yet though.
These mini expansions seem to be just a means to prevent a total content drought while they cook up GW3, plus add additional funding for it, and it quite honestly does seem like a reasonable assumption that something among those lines is the case, because they'd be milking gw2 far more otherwise (not that they'd need to, it's making millions).

Some games are just going to be more fun around release. It sucks that the playerbase is dying, but I'd rather spend $20-30 now (it should be a $20 game) and be able to play it for a month rather then taking a chance and waiting. If it dies then I'm glad I got to play a truly unique game for a month rather then of missed the experience all together.
