Unless this was changed in a recent patch or something - if you leveled your hero past level 5 (which required active Dota+), you were able to use the unlocked voice lines even after your Dota+ ran out. They appeared locked on the wheel, but hovering over them played them without any problems (similar to how your hero was displayed as level 5 on their page, but when browsing the whole collection of heroes the "correct" level was displayed in their top left corner)
