What DLC are you talking about, though? If you mean the stuff that is coming out free, which is not really DLC (except in the technical sense) but free updates, then this argument is not valid.

Yes, the game is an empty shell, because it is not finished. The "DLC" is planned content, listed on the roadmap, which is being added as part of the ongoing development process FOR FREE. All updates will be free until the end of early access, which will be around a year according to the devs.

So, stop talking about corporate greed, because there are too many threads like this one that are misleading. They should not have elected to call any updates "DLC" as it is clearly causing misunderstandings.
