You dont need to turn off respawn either. all you need to do is walk around the map cell that you are in and kill everything. Eventually you'll have killed them all and nothing will respawn until you leave the map cell.

Respawn only happens after you leave an area and its unloaded. Zombie migration is also not what most people think, all this does is shuffle zombie numbers around in the data table so the various map regions have an even distribution.

Zombies cannot move around the world map...without modding...you'll have to manually patch your game to do this...i dont think this issue was addressed in B42 and the dev was hostile to the modders that discovered it for whatever reason. Not my place to comment on that only that you can mod the game to address the issue if you so desire.

You can watch all of the games respawn and migrate mechanics in real time in debug mode.

What he says about Zombies cannot move around the world map is not true.
I have seen zombies move around the map by themselves, after thunderstorms. Living in Rosewood. Going for some reason or another to West Point and i encounter a huge migrating horde. Which a few days later i encountered in WP. No mods.
Or later i lived in between WP and Muldraugh at the gas station and used cars. A similar migrating horde came through my base. Not helicopter event, nothing. Just a migrating horde. They always seemed to come from the rain depot.
(Something similar i also encountered on the western part of the map, on an empty country road that had no zombies, until i ran again into a huge migrating horde likely on the way to Riverside, and i could only make guesses where they were coming from. As i did not visit those map parts where they might have originally come from.)

There are a few other things that make the spawn/respawn options a bit more complex.
One is the peak population. Until you reach that day, zombies will keep spawning. So if you kill them you might think they respawned, but they actually just spawned.
Then there are the individual events. That get rolled when you enter a cell. (If there are any, how many. Those are additional spawns, controled by the event frequency.)
