1. the starting date of the game is the year 304 BC, the year given in the game is in the roman counting of time counting from the mystical founding year of rome thats the 450 you see at the start date (if you want it in BC just hover over the date)

2. Rome does in fact not give all those ppl citizenships but has very powerfull events and mission-trees on its side.
For every province rome captures in southern italy for example they get a free colonial city in the province with a bunch of roman pops, wich (other then normally using the colony-option) gives them a bunch of extra-roman pops and also generates a territory in the newly conquered area where rome is the main-culture so other pops get integrated faster there. Southern italy is especially good for rome, since the greeks and italian tribes living there all follow their religion (greeko-roman pantheon is one religion in this game), so they have a very easy time assimilating those pops (on top of the colonies mentioned earlier)
The events they get give them quite some good chances for small italian states to bend the knee to them.

3. Central italy (so romes starting powerbase) is already a power-house, the areas have pretty high population counts already.

4. Is not about the numbers of roman armies but about their hitting power, the roman tradition trees are VERY good, especially (small suprise here) in buffing their heavy infantry.


For how to counter it:
1, Don't panic, the AI isnt really good at managing their armies so its possible to outmanoeuver and beat even stronger opponents.
2. No you can't really keep up with the insane power-explosion rome has at the games start, because of how much the game is geared towards handing them southern italy and making assimilation there easy for them. BUT that rate will slow down, even northern italy isn't that good for them since it has gauls wich have a different religion. So those areas will be integrated WAY slower.
And thats when you actually can start to match and beat their pace in assimilating pops. Since the AI isnt all that good at it.
Go for every tech that makes it easier, theres one that allows the assimilation laws to be used. Use the governor policy for integration in areas with lots of un-integrated pops and very important have AT LEAST one city in each province and build a temple and theater in each of them, both boost the religious / cultural assimilation massively AND increase the happiness.
The other benefit of having cities is that they have a bigger ratio for nobles and citizens wich only integrated cultures can become, now citizens and especially nobles have a way higher impact on a provinces happiness, means one happy noble pop can offset some unhappy freedmen pops.

DONT give many other cultures citizens rights at the start of the game, its a recipe for desaster. When the game progresses you get techs that increase the happiness of integrated and unitegrated cultures wich means if you have a bunch of those your empire could theoretically stomach integrating more cultures but at start you don't have that.
Even if the unhappiness from integrated cultures doesnt lead to revolt it lowers happiness and thus productivity and the integrated pops don't get assimilated.

In general integrating culture is
A) a bandaid (to keep happiness in freshly conquered provinces till other ways to ensure it can be established or to get armies when playing as for example a greek colony that has a small greek-population and a big native one)
B) necessary to unlock other tradition trees
C) probably longterm usable for VERY numerous cultures (macedon, punic, roman depending on when you conquer the diadochi-states, carthage or rome in a game those will have spread to a degree that permanently keeping those cultures integrated till the game ends might be a good idea).
In cases A and B you should always de-integrate the culture as soon as the purpose is fullfilled.

The second way to deal with rome besides avoiding conflict until you can outperform it btw is to try and deny them southern italy. Its best possible with a diadochi state since they can easier transform the hellenistic city states into federates but it should be feasible with carthage as well.
Any southern italian state you make a vassal while keeping rome from declaring war on you is a state rome can't gobble up.
Also especially early game a big amount of small vassals can give you an impressive army because every state can muster minimum of 2k soldiers (wich means a bunch of small states can muster way more then a single state would have with their territory and pops).
You can also try to get an alliance with etruria early on.
Don't count too much on their performance though. On paper etruria is an impressive foe for starter rome and in some games it even manages some temporary victories, but without player intervention they will 95% of the time fail and fall.
That said they can be a nice diversion for rome, if you have to fight them. Then either rome has to concentrate its armies on you, giving etruria free hand close to romes heart or they divert troops agains etruria making a victory for you in the south more likely.

Also when you fight rome, don't expect to take them in one go. In early wars it might be a victory to keep yourself and the vassals/allies you have save and maybe take a little bit of roman lands or make them give up some allies.
One big advantage you have in this game over romes historical enemies:
The roman-AI is not as ♥♥♥♥♥♥♥-crazy as the historical early republican romans were, the AI will actually admit defeast every now and then.^^


Man, you were right on everything. I have always followed the wrong advices that i used to see on the internet, and that made all my games almost impossible.
Integrating cultures leads you to a downward spiral by reducing everybody's happines and thus also the productivity. Assimilitaion is the best option for the long run.
I guarantee that 99% of the players will just tell you to integrate cultures like it has no negatives aspects whatsoever.

Now i have 5000 pops, 2200 of wich are punic. The governors keep changing policies after they die, and this is annoying af because i would be at more than 3000 punic citizens right now otherwise. Aside from that, it was all smooth sailing once Rome was gone.

The AI has terrible situational awerness on the geopolitical map, and i had to literally beg the etruscans for an alliance, but once i got it, i used their territories to safely land my troops, and then proceeded to win the war.
The AI capacity to intercept your landing armies is astounding, and that contributed to make an offensive war with Rome a living hell.

I have many territories that are made up mostly by punic citizens that are completely loyal and unproblematic, and only the new ones riot. Wich is normal.
