Depend on player skill.
Conventionally, Eldar is op in this game.
But for noobs nothing really good in eldar. Low HP on many units and they fail to use fleet of foot, so either move slow or do 50% damage. They do love invisible base tho LMAO.

On lowest level SM is best I think. Their t1 spam is one of the easiest and strongest spam in game, and if nobody micro, they kill almost anything.
t3 drop on noob level is absolute devastating too. But noobs cant make proper t3 drop.
Worst faction on low skill level is Dark Eldar.
Paper units meaning if you dont micro = you loose them in a blink of eye.

For medium level and above necron is probably best race (if we exclude eldar). They have good counters to anything, you dont need to micro with them (most time you control single unit - NL), they have easiest economics in game.

Orc probably is second best. Best t1 map control allow them to dominate a lot of maps, also beautiful t1.5 push.

SoB is conventionally worst race in game. They have nothing but t2 push and some cheese strat that work only in a hands of good players vs noobs (worker rush, seraphim rush, immolator rush). Worst t1 unit, worst t3, worst t4. But perhaps best t2.

Look at destiny its the only looter shooter mmo that has survived for 10+ years and The Cube is being made as DIRECT competition with raid and dungeons inspired by destiny third person isnt needed
