How to fix stuttering, freezes, & lag from the windows defender bug February 2021

Have you tried neilkanep4's method in this thread to turn Windows Defender off altogether temporarily to verify if Windows Defender is causing the conflict?

I'm not on Windows 11 and haven't played Bloons TD5 in a while. I do have a sneaking suspicion that there might be a difference in how Win 11 treats file monitoring since the most annoyingly significant differences between 10 and 11 are not cosmetic. Have you verified that the folder the game uses to keep track of the game state is in the same place, i.e. "Program files" which is not usually scanned for changes by anything except anti-virus programs? If Steam puts the files in a different place on Windows 11 (or on a limited permission account), such as %appdata% or "Saved Games" there's a non-zero chance either OneDrive or CoPilot are continuously scanning the changes.

Try clicking on your OneDrive icon on your task bar immediately after (making some savable progress and) closing Bloons TD5 to see if any related files are being uploaded to the cloud. No enemies are immune to stat/accuracy down debuffs, and unless they specifically have Stunproof, Poisonproof, Deathproof, etc., they can still be hit with Stun, Silence, Poison, etc.
Application of debuffs with consumables also have a 100% hit rate (unless immune) as well as on-hit effects from characters with a 100% chance to hit skill active (Warrior, TK, Archer).
iirc the only thing the "Leader" designation makes them immune to is Frighten.

Even in the more difficult Ch3 boss battles, you can hit Oz (or whoever) with Falsestrike and Weaken to make him miss often and do less damage when he hits (think Pokemon debuff strats). Can also Silence him (though that lets him have enough MP to spam finishers) or hit with Enfeeble or whatever.
Or if you're fighting Ozma, can hit her with Stun and watch her flounder about (Oz has Stunproof, but she doesn't iirc).
Can also throw a Knight with Phalanx (pick up a couple Auto-Skill cards for best results) or a Gryphon with their high HP and they should be able to tank a hit or two easy enough.

The game has a good amount of mechanics to let you cruise through even these tough battles.
