No, it is not drawing enough cards. Randomness naturally has long streaks in it, and unless you're just planning to give those games away for free, you need to be able to draw through them.

evidently valve has made the determination that the amount of users impacted by this calls for changes to be made, and so changes were indeed made; i no longer experience the issue in a variety of configurations, but that is simply my experience. not every person that has posted in this thread has provided evidence that this is the specific issue they are encountering, and some will even conflate it with a totally irrelevant issue instead. it's like a user arriving to valve hq saying that their computer is crashing and they have no idea why, but they insist it's an issue with the client simply because it was the last thing that perceptibly changed. as it turns out, things are far more complex and nuanced than that.
