During early levels fishing is long yes, maybe they could boost it a bit or something even if that reduces the utility of the fishing hat and seat. But once you have those two it's fairly quick to fish.
But that would reduce the progress during fishing and I'm not sure what they could put instead to keep the feeling of progress

Maybe this goes counter to the chill experience some fishing game folks like, but I'd just increase the frequency of direction changes to make it more engaging, combined with less fish stamina it would make it more of a shorter engaged mini game.
The speed of moves changes between tries, it's rare but sometimes it is really tendious. But maybe the luck to get those increases as you level up, I have no idea.

To make it more dynamic for players who want they could add an alternate fishing rod that makes fishing globally more tendious but quicker or with different fishes you can catch. So both sides have what they want, it's deeper than a sandbox setting and there are rewards for both being able to catch both ways

- Allow player to move their view around just for dynamism instead of being locked in place
- If you keep the current waiting around before fish takes hook, at least let player open journal or do inventory stuff, disable fishing interaction keys unless those screens are closed, if the player misses the hook timing, tough luck.

- For non-fish 'junk' pulls just make it a straight reel in so you don't waste time on the mini-game for no reason
I find it interesting to never be sure you will get a fish and it's a bit of luck, even if with baits you have much more easely fishes than non-fishes. But yeah eventually a way to know you will catch a fish or a non-fish could be useful, maybe only if you use a bait so there is still a cost it's not removing the utility of baits

- Have some reason to cast further out, I don't know if it actually affects the catch or the duration of the mini-game. But right now as a layman it seems that I want to cast as close to my character as possible to hopefully reduce the amount of reeling in I have to do, with no penalty.
Casting too far (like way too far) seems punishing but if you drop the line very close to the border or on a small water area the minigame won't be much quicker, the line will just move by itself more often when you can move it towards you
