Yes, you can play coop, and hand units back and forth to one another at will. One player could play the game more as an RTS while the other direct controls units. Some game modes are better suited to this than others

from looking at steamdb and viewing the depot, its a Unity game that doesnt use il2cpp
assuming no obfuscator use (which would be trivial to sift reverse with enough time) you can easily read it yourself

I still have this problem. I'm playing a France game and have five provinces with bandit lair, each with a 100+power army in it for at least 5-6 turns and not one has gone away. I also have a dozen more provinces with other bandit types with town, city, and/or night watch and they also don't seem to be going away. I've kept a remove hostiles decision handy so I can check the provinces at issue and its always the same ones.
