Regarding the shock status effect, there is a consumable that removes the effect and gives you increased damage resistance for 10 minutes afterwards. I believe its sold by the doctor in Ward 13 as one her consumables available from the start.

There is also a ring sold by Reggie in Ward 13 that gives you some increased shock resistance.

Hunter's Shroud could be a viable skill choice for that encounter. The way the stealth works is that during combat, enemies get delayed visual information regarding your position. If you constantly alternate between shooting and strafing/repositioning, the enemies will be constantly swinging at shadows for the skill's duration. If you're going to try using it, the Coach Gun sold at Ward 13 is a good choice.

Also keep in mind that you're fighting with a handicap. Your effective combined archetype level is 11, while the enemies are at level 21. Your Gunslinger is only increasing your ranged damage by 3.5%, instead of the 35% increase it would be doing at level 10. You might want to consider switching to another secondary archetype for this encounter, then switching back afterwards so you can continue to level it up.

Don't forget to clear out ALL the rat monsters in the sewer for the bonus reward!

My next highest archetype is level 5 medic.

I managed to take him down, but not in a way that feels good, found if I prepopped my gun's mod and skill the second I finished the slugs on the bone pile that spawn him and start shooting him immediately, it stun locks him (or more like freezes him because the boss bar never shows up until I finish firing finally?), was able to burn it down to 3/4 HP.

Also the primary crux of the issue with the shock status again is, get hit: there is an immediate follow up explosion and then the 5 second one. I now also need to heal from being hit period, BUT I am also trying to dodge a big angry monkey now too... its as much as what else is happening when I get hit with that p.o.s. status effect as it is the fact that getting hit means you might get hit more. IDK just really seems extremely unbalanced.
The Medic will give you a 12.5% increase to all damage at level 5, plus the Healing Shield is a pretty solid defensive skill. It might've helped you out better for that encounter. Oh well.

By "rat monsters" I was talking about what you called "ape/moneky things"? I Should've been more specific, sorry. Anyways, make sure you get them all for the trait reward if you haven't gotten it yet.

And yeah, the Shocker affix is a pain. You really have to keep an eye out for when they cast it so you can avoid the initial hit altogether.

Also, consider switching up at least one of your weapons to one that can use a custom mod. Two of the starter mods available right away at Ward 13, Scrap Shot and Healing are pretty good for crowd control and healing respectively; two of the things you seem to be struggling with at the moment.

And don't worry too much; the game actually gets considerably easier as you progress and unlock more options that can help you craft a build with more synergy.
