It is a common feature in most of the RTS sub-genre games like Dawn of War, Age of Empire, and etc.
Noted, I am talking about Skirmish as if it is in even game e.g. 2v2, 3v3, 4v4.

I came up with a theory for the reason why:
AI are coded to be more calculated so that it can determine what attack is successful and etc, which simulated them to be more of a challenge. In short, the AI on AI team will "communicate" with each other to coordinate attacks and etc. Since they calculated their combined armies can deal quite a lot of damage, they tend to be more overly aggressive.

However, the way AI communicate becomes problem once on a player team. The AI cannot talk directly with the player, so the player essentially doesn't get acknowledge. A player might ping an area, but since the AI cannot "talk" with human, it doesn't acknowledge player's units on the map. Therefore, it will calculated its army is not strong enough to fight the other AI (which is combining its armies) and treated the ping as a suicide charge that should be ignored. It is also why AI on player team are also hesitant to help defend each other or the player. It calculated its chance (which again exclude the player), and decided they won't be able to beat the other AI and will decide it is too risky to send up.

There have been only two ways I seen to go around this:
1. Have more AI on a player team than the AI team. Because, now the AI on the player team calculated it has more AI teammate (e.g. much stronger) and will be more aggressive. Not really fun for us player because we look for a challenge and not a streamroll most of the time lol.
2. If you want even teams (4v4 player with 3 AI vs 4 AI), you have to be a very good player and be able to smash one of the hostile AI before your 3 AI get overwhelm by the 4 AI. Therefore, your AI have a chance to survive against the remaining three. Once you kill a second AI, your AI will start to pick up the attacks because now for them it is 3v2.

In more map-style RTS like Paradox Crusader Kings and etc., AI are better because how the numbers are calculated, AI will acknowledge the player's army. E.g. AI will send its 10K army to help your nearby 15K army to defeat a 20K army.
