how do i join

If you take the AP then you get new polices one for each research type where you can choose if you want to focus research in one field. For example Voidcraft. Then you get 25% increased chance of drawing voidcraft research.

If you don't select specilization you get 10% general research boost (i.e. the 10% we use to get). If you specialize you still get 10% but only in that field (for example voidcraft).

So the cost of selecting a specialization is that you lose the 10% tech boost in other fields. Think they should increase the boost as well, like 15% or so. But the main thing is that you get increased chance to drraw a get the tech in the field you want. Which is often a problem in early game.
