Ok, basically when ever i try to start a new game it will crash every time, also i have getting some major lag! I used to have 60fps constant then i got on one day and it wouldn't peak over 20!
Specs
:
Intel core i7-5820k
EVGA Geforce GTX 960 ssc
and skyrim is saved on a 2tb HDD that i defrag twice every week

Load order:

I am making a custom game. i am attempting to edit my INI file. i think everything i have entered is correct but the "PerLevelStatsMultiplier_Player [x]"section is not working.
