Yes as said it increases the crafting speed. You can look it up on the Icarus wiki. Remove the water connection and it will take longer for the same pieces to be crafted.

I know it helps crafting speed; that is readily observable. The buff claims it also affects crafting cost. That I have no observed and thus wonder if it is real/meaningful or not yet implemented.
