Naval War would be bad, the AI already can't do land war and if you look at Paradox games featuring Navies, it's not good. There were also no naval battles in the age of significance. This has been covered hundreds of times.

"Capital View" you mean Estate/Domicile. This was one of the most fun about Republics in CK2 which they did give to Administrative and to a lesser extend, Nomads and Wanderers.

Slower pace war would be bad and only drag things out. We don't like the phase length of things like tournaments, most activities - why would we want War to work the same way, it's a bad system of doing things.

As the title suggests, I'm struggling with the perfidious albion achievement. I can conquer everything and reform my government in time, but I'm not getting ireland colonized til 500. What am I missing here? Maybe there is a mechanic I can use to colonize faster?

Stack has a Longhouse for sale/repair, I literally have it in my current game. If you go in the Southern/Eastern gate, the building is to your left, on the edge of town. It is "under" the mountain that forms the town border, behind a Bar and the Mechanic shop.
