Not even remotely close to true. Any plugins that you might deem as "cheating", whether true or not, were not banned. The only thin that was taken down is a positive aspect of the game. None of the negative aspects are affected don't worry (:

I'm looking forward to The Beast. I just hope its the good things from both games all bundled into one game! The QoL features and variety of zombies from DL2. Then the smoothness, atmosphere, and music, of DL.

In the nisa version of also ads German and Spanish translations. Something that none of the previous nisa falcom releases did. So it might be worth it for people whos native languages are German or Spanish.
