What it really boiled down to was that a lot of people were expecting something different than what they got. Some people complained and said that the level design was too open and hard, others felt like there was too much story, some people thought the ending was a cop-out, really a lot of different things.

Hotline Miami 2's gameplay is definitely a lot different than the first. One thing I remember hearing someone I know say is that "Hotline Miami 2 is a top-down shooter and Hotline Miami 1 is a murder sandbox." You generally have less options as to how you approach each room and you'll find less unique weapons in each level than in the first game, and the level design is more restrictive and pushes you into playing quickly and efficiently as opposed to most of the rooms being kind of sectioned off and isolated in Hotline Miami 1, where you generally had as much time as you needed and could go back to grab a weapon or something without other enemies coming by.

While some people had a lot of different reasons for disliking it, it mostly came down to people's expectations and the sequel going in a different direction than the first game. Nowadays, people are a lot less critical of Hotline Miami 2. I see a lot more people that enjoy the direction they took the game in, there are more people saying they found the story impactful, and many people consider the gameplay in this to be much more refined than in the first. Regardless of expectations, it is really ♥♥♥♥♥♥ what people did/said to the developers. They're creators and have the liberty to make their game to their ideals. The fact that people were self-centered enough to complain about the game not being made how they wanted - especially to the point of sending threats - is just fanatical toxicity.
