Now, I understand what you are saying here, and actually, I agree with the idea of interactive media being way stronger than a book or a movie. It can and should be used to bring ones ideas to life
The core problems I have with Spec Ops stem, ironically, from its unwillingness to engage with the very medium it's made with.
For one, we get no in-game choices which make any difference. Now, many games offer no choices in their story, and it's cool, but Spec Ops specifically later chastises you for continuing on the path of destruction... without offering any other path for a player to follow. Which leaves us with a very awkward scenario where we run in a situation where the only solution to a "watsonian" character-made flustercuck is a completely "doyelist" option of closing the game. And should I mention that "doyelist" solutions to "watsonian" problems are a sign of lazy poor writing? This really spoils the experience in many ways.
Another problem for game's narrative is Walker is a character. You may wonder why is that, and again, it's quite unique to Spec Ops' case. He has personality, history, specific motivations, etc, etc. Now, that makes him a fleshed out character who's interesting to watch... but also makes it impossible for a player to identify with Walker, to put themselves in his army boots. Now, again, sure enough, not every game character is made to be a stand-in for the player, but Spec Ops' messaging relies on the assumption that player and Walker are one and the same. After all, why else would it talk to you directly in loading screens and whatnot? This trick, however, only works on blank-slate characters, and Walker is certainly a lot more developed than that. It does make the story interesting and engaging to watch, which is good, but it also dissociates you from Walker almost entirely. It doesn't help that his personality isn't exactly relatable either, even going as far back as game's very start, and it only gets worse, obviously
You could argue that we are Walker's puppet-masters, and he dances on our strings, but... we are not. We can make him bend his arm or lift a leg, but try to move around, and you'll quickly find out that the center cross of our PTSD-ridden puppet is welded to a cart on a ceiling rail, and you ain't moving anywhere but along a liner experience the devs have prepared for you. So, we can enjoy the playground, but the rules are set in stone already.

Undermining your expectations and denying you freedom to get a 'perfect ending' where you did all the right things isn't an accident.
Again, it's not about a perfect ending, it's about making us, the players, feel actually responsible. So that everything you see, everything you do, was in fact, your fault - your in-universe fault, because of the choices you as the Walker make. The message of this game could be so much stronger by giving the player a little wiggle room, because then the blame would hurt a lot more.
Hell, can't believe I'm bringing up Ubislo... ahem, Ubisoft, but people still argue that Far Cry 4 canon ending is the one where you sit and wait, because not acting results in a better fate for the entire country. Such a little scene where Walker... walks away (very funny I know) should you choose to, even if the result is left entirely ambiguous, would've made a WORLD of difference for Spec Ops' story and narrative impact. As of what we got, it's a shock-factor cautionary tale, which is good, but could be so much greater

What makes it worse, is that I don't think we are EVER getting a second Spec Ops or anything alike. So there was but a single chance, and it ended in a resounding 7/10 "Meh, it's ok"
