Modding is inherently a violation of a copyright. But copyrights are only enforceable if the copyright owner enforces it (Bethesda can ban mods at any time if they desired).

Because modding is inherently a copyright violation, the modder has no legal rights to their mod. If they created custom textures and other third party assets and whatnot, then they technically have rights to those though, as long as they're making them in a third party program (anything made from the construction set base tools is still owned by Bethesda).

So modders don't have any actual legal rights to their mods because they are copyright infringements. However, it's always been a rule of respect to credit modders for using their mods in your own mod.

But a strictly bug fixing mod that doesn't add third party custom assets can legally be used by anyone else in their own mod. They have no legal leg to stand on to stop anyone from using their mod as a basis. The modder can ask the team for permission out of respect, but they don't have to.

And frankly it's ridiculous and childish to stop people from modifying your bug fixing mod, as your bug fixing mod only exists because the copyright holder allows you to make it.

Then you clearly have no understanding of copyright law. Copyright doesn't have to be enforced, it is automatically enforced by creating software (including games), writing a book, etc., unless it infringes an already established copyright. Bethesda gave explicit permission to modify (some of) their games and even provided the tools to do so. Bethesda also stated that the ideas for a mod are copyrighted by the mod author (automatically), however this does not include the use of assets of the original game, such as scripts, meshes and textures.

If I create a new mod, which only uses the assets from the original game, then only my idea for the mod is copyrighted (automatically). But, I have to admit that it sometimes can be difficult to claim a copyright, and you may have to "enforce" it by registering the idea, in the Netherlands for instance through the tax office (small fee).

"Mandatory" mods?

As far as "mandatory" mods. Yes there are quite a few that I would do not play without personally. Perhaps I will share a list later but the #1 "mod" is Skyve.

The idea is that you wouldn't have to pay extra.
It could simply have been included in the different editions.
Any game can be released unfinished; they don't need a few days of early access to do so.
I'm not talking about early access as it is often referred to on Steam.
dude I'm not talking about steam early access. I'm talking about the early access that you get to play the game 3 days to a week early and the majority of the games that have tried it. you have to buy above the standard edition (aka Deluxe or Super Deluxe) to get early access that's paying extra.

as I said in a majority of the games that tried that (aka a lot of ubisoft's recent titles) they usually full of bugs and also as I said in some cases you lose progress you made during the early access (that happened with Star Wars Outlaws).
if you get early access but can't play because it's too glitchy and you have to wait for the day one patch what's the point.

You assume it's negative from the start.
There are no extras to pay for, since the editions already exist.
This has nothing to do with the bugs or saves you mentioned.
Games have been released without them and yet were just as unfinished.
