Gwent was developed in a different age by different people. It was a labour of love. Current CDPR doesn't care about such games anymore and I serious doubt that it can deliver a Witcher 4.

The justification is that these aren't really games but are made for hobbyists, and are a substitute or companion for a real life train set and collection. Few if any would want every train car and every scenery piece, so the idea is who would want all these DLC? Like buying every Rock Band song or Fortnite skin. Just the same I think the routes are overly expensive. I can't see why anyone would not want to have every route.

From a developing point of view: The routes are just barely expensive enough to make money with them, if you are lucky.
