I think this is more of a Hardlock than a Softlock, as you can Respawn in the Xar package by pressing F1, then selecting Respawn. You can pay a small fine of Gold to respawn without losing armor, health, and ammo if you press P on the respawn screen.

You need more SR's cards. The meta cards if you don't have Kitasan is Sweep Tosho, and your choice of speed cards depending on the position of your horse girl. If you don't have fine motion use daiwa scarlet, marvelous sunday or Tachyon. Since Vodka career has long distance include stamina cards, if you don't have Super creek use Manhatten Cafe or the free Mcqueen you get from story mode and you need one more stamina card with your Top Gun. Hell, Sweep Tosho is for running End Closers or 5 speed decks where you just need another speed card with good training bonuses - neither of those strats is a good fit for Vodka.

And no, Vodka's career does NOT have long races - at least not any that she needs to PLACE in.
There's one goal race to run in the Arima Kinen, but you only need to participate. Again, the goal is to RUN in the race. That's all there is to it.
The longest goal race she actually needs to actively place in is 2000m.

Yes, all her long races are not that important to win, but probably not impossible. Either ways, all the final races are pretty short.
