I thhink you're underestimating what someone can accomplish once he's infiltrated the backline. Have you ever snuck behind enemy lines and distracted 3 or so players for no reason? My point is, if someone can be useless and still contribute for doing, what if a legitimate threat did the same? There have been many moments where I, usually as a Scout, stood behind them, and just ran around and stayed alive, diverting the enemy's attention away from the objective or teamfight.

Scout is an excellent distraction, and generally a superior Spy due to the better dueling potential. If several people are chasing down a Scout who keeps running away, it's because he could start to cause chaos at any time (a med pick, backcap or whatever) if left unsupervised.
In the same context, Spy is an inferior Scout, except for being able to sneak past the frontline unnoticed with his invisibility or disguises, while a Scout's attempt to sneak into the backline could be thwarted by someone watching that flank.
You can't let Scouts and Spies run around freely, or else they disrupt your setup from the inside out and ♥♥♥♥ ♥♥♥♥ up. That's their greatest strengths IMO, although Scout has several more strengths as well. If anything makes Spy useless, it's that Scout also exists and can do pretty much the same.

How toes "trade" work

two forms of 'trade' exist;

a) the market which allows you to exchange materials that you can produce (doesn't matter if you don't have the required building built, it just needs to be unlocked) at set percentages per resource that's been unlocked - these percentages, and also what the resource can be traded into changes on an hourly basis. however, all markets will share the same trading pair per unlocked resources, but their percentages will vary to a certain extent and can not be influenced by the player

b) alternatively, you can choose to build caravansaries instead, these allow you to create trades for resources you possess to obtain what you want, ie wood for stone, or bitcoins for planetary rovers etc. and unlike markets, you can set the percentage gain/loss on your trade, but it will be limited to 5% * your current rank as a maximum, ie rank 2 players can set trades between -10% and 10%

in addition to setting up your own trades, you may opt to fill other players' trades instead, in which case, the % gain/loss is based solely on the other players' actual rank, ie you can fill in a rank 5's trade when they're offering +25% on their trade

in both cases of your trade or another player's trade, green benefits you while red benefits them instead

Finally, to answer the bit about the trade world screen;
if you haven't gotten a trade tile yet, you can choose to 'claim' a tile that either has no owner, or has a faded-out player's name instead - in the case of a faded-out name, it means that player has exceeded their lease limit (again based on their rank, rank 1 has a limit of 1 day i think, while those of rank 5 can hold their tiles for up to 4 weeks)

in addition, you may 'occupy' additional tiles up to your rank -1 (i say -1 because you need to claim a tile to even begin occupying additional tiles). any tile you wish to 'occupy' must be connected one of your current tiles, though there are some specific exceptions but they relate mostly to players who let their lease expire and then come back

also, when i say 'lease', this is how long you can be away from the game without online logins

Lastly, the '0%' you see around the map represents the trade tariffs players impose on trades that travel from your tile to another players tile when completing a trade with them - the game will try to auto-map through the least amount of tariffs
